Board Member District 1

Riverside area Trustee Carlos Bustillos works for a concrete/masonry supplier called the Euclid Chemical Company. Mr. Bustillos, a 1994 graduate of Riverside High School, was one of the first recipients of the Ysleta Education Foundation scholarship, and he went on to earn a bachelor’s degree in business from the University of Phoenix. Mr. Bustillos married his high-school sweetheart and has three children attending Riverside-area schools. He has been an active advocate for after-school programs, volunteering his time to help with sports such as basketball, wrestling, and softball in the Riverside area.

Bel Air area Trustee Connie Woodruff is a longtime private school educator and current kindergarten teacher. Ms. Woodruff is a product of YISD schools, having attended Ascarate ES, Riverside MS, and Riverside HS. She earned a bachelor’s degree from West Texas State University (now known as West Texas A&M University) with additional college credit hours in education from UTEP and Howard Payne University. Ms. Woodruff has worked as a teacher at Immanuel Christian School, taught Sunday school and vacation bible school, and participated in the Women’s Missionary Union.

Mr. Richard Couder

Parkland area Trustee Richard Couder is an educator at El Paso ISD, where he worked as a middle-school teacher and now serves as a high school college readiness advisor. Mr. Couder was born and raised in El Paso and graduated from Burges High School. He holds a bachelor’s degree in political science from St. Edward’s University in Austin, and a master’s degree in public administration from Texas State University in San Marcos. Mr. Couder was a member and past chair of Sen. Jose Rodriguez’s education committee and volunteers as a coach for the St. Pius X Special Needs Group, a nonprofit group founded by his parents to provide social, athletic, and career opportunities for special-needs individuals.

Mr. Mike Rosales

Eastwood area trustee Mike Rosales is a longtime insurance agent and manager. Mr. Rosales holds a bachelor’s degree in business administration from Texas Western College in 1966 and took accounting courses at the University of Virginia in the 1970s. He is a co-founder of the El Paso Hispanic Chamber of Commerce and has been active in a number of civic organizations and programs over the years, including Leadership El Paso, Project Amistad, the YMCA Foundation, and the Sun Bowl Advisory Board.

Mr. Cruz A. Ochoa

Hanks area trustee Cruz A. Ochoa Jr. served as an electronics engineer at the U.S. Army Research Laboratory at White Sands Missile Range for 23 years. A lifelong El Pasoan, Mr. Ochoa graduated from Jefferson High School before earning a bachelor’s degree in electrical engineering from the University of Texas at El Paso and a master’s degree in electrical engineering from New Mexico State University. His wife of 47 years is a retired YISD teacher, and their five children all attended schools in the Hanks area. Now retired, Mr. Ochoa volunteers as a math tutor for the Region 19 Homeless Education Program, serves as a mentor in the Jefferson High School Mentorship Program, and is a member of the Jefferson High School Alumni Committee.

Mr. Sotero G. Ramirez III

Ysleta area Trustee Sotero Ramirez is a former paramedic and communications officer with the City of El Paso’s Emergency Medical Services. He holds a bachelor’s degree in management from Park University. Mr. Ramirez taught EMT paramedic classes as an adjunct professor at El Paso Community College (EPCC) for 15 years, and became a full-time EPCC instructor three years ago. Mr. Ramirez, who has been elected to serve office multiple times during his 34 years with the Boy Scouts of America, has lived in the Ysleta community for more than 35 years.

Ms. Kathryn R. Hairston

Del Valle area Trustee Kathryn Hairston is the El Paso County ombudsperson for the Secretary of State’s Colonias program, which assists needy Texans living in colonias. While raising four daughters as a single mother, Ms. Hairston earned a bachelor’s degree in social psychology from Park University and a master’s degree in human resource development from Webster University. Ms. Hairston and two of her children are Del Valle High School alumni; her two youngest daughters currently attend YISD schools.  Ms. Hairston has a longtime record of serving her community and has served on the boards of both the Ysleta Education Foundation and El Paso County Housing Authority.
