Mr. Carlos Bustillos, Vice President

Riverside area Trustee Carlos Bustillos works for a concrete/masonry supplier called the Euclid Chemical Company. Mr. Bustillos, a 1994 graduate of Riverside High School, was one of the first recipients of the Ysleta Education Foundation scholarship, and he went on to earn a bachelor’s degree in business from the University of Phoenix. Mr. Bustillos married his high-school sweetheart and has three children attending Riverside-area schools. He has been an active advocate for after-school programs, volunteering his time to help with sports such as basketball, wrestling, and softball in the Riverside area.

Mrs. Connie Woodruff

Bel Air area Trustee Connie Woodruff is a longtime private school educator and current kindergarten teacher. Ms. Woodruff is a product of YISD schools, having attended Ascarate ES, Riverside MS, and Riverside HS. She earned a bachelor’s degree from West Texas State University (now known as West Texas A&M University) with additional college credit hours in education from UTEP and Howard Payne University. Ms. Woodruff has worked as a teacher at Immanuel Christian School, taught Sunday school and vacation bible school, and participated in the Women’s Missionary Union.

Mr. Shane Haggerty

Parkland area Trustee Shane Haggerty was born and raised in El Paso. An Ysleta ISD graduate, Mr. Haggerty first served on the school board from 2010-2017, was appointed back to the board in 2020, and re-elected in 2021. He retired from the El Paso Fire Department after 21 years of service. Mr. Haggerty, who holds a bachelor's degree in Information Technology and a master's in cybersecurity, and currently serves as a Cyber Security Instructor at Western Tech. He is proud to represent Ysleta ISD on the Central Appraisal District board, serves as board president for Victory Ministries, and is a member of the Northeast Business Alliance and Mensa International. He is a proud husband to Raquel and father of two sons. His sources of inspiration are his beautiful wife and children and Parkland area students.

Mr. Mike Dwyer

Eastwood area Trustee Michael Dwyer is a retired educator who spent more than three decades working as a teacher at several Ysleta ISD schools. A lifelong El Pasoan, Mr. Dwyer began his teaching career at Hillcrest, Parkland, and Ysleta middle schools before moving on to Bel Air High School, where he spent 26 years teaching and coaching students. Mr. Dwyer attended Cadwallader Elementary School as a child and graduated from Eastwood High School in 1973, going on to earn a bachelor’s degree in education from the University of Texas at El Paso. Mr. Dwyer is passionate about all Ysleta ISD schools and the Eastwood area, where he has lived for more than 50 years with his wife Sheila, who spent 26 years as a dance/Saltatrix teacher at Eastwood High School.

Mr. Cruz A. Ochoa, President

Hanks area trustee Cruz A. Ochoa Jr. is serving his second term as Board President at Ysleta ISD. A lifelong El Pasoan, he graduated from Jefferson High School and went on to earn a bachelor’s degree from the University of Texas at El Paso and a master’s degree in electrical engineering from New Mexico State University. Mr. Ochoa enjoyed a 23-year career as an electronics engineer in the U.S. Army Research Laboratory at White Sands Missile Range before entering retirement, at which time he began volunteering as a math tutor for the Region 19 Homeless Education Program and the Jefferson High School Mentorship Program. He is an avid member of the La Jeff Mardi Gras Committee Silver Foxes, a group of Jefferson alumni that continually advocates on behalf of all current Jefferson students to ensure they receive the resources they need to complete their education. Mr. Ochoa's volunteer work also led to him being named the Jefferson High School 2021 Outstanding Ex for his significant contributions to public service. Mr. Ochoa has re-entered the workforce and currently serves as a teacher at Burges High School.

Mr. Chris Hernandez

Ysleta area Trustee Chris Hernandez humbly serves as a political consultant and community organizer. With extensive experience in political campaigns, nonprofits, and assisting elected officials, he strives to make a positive impact. As a founder and partner of a tech company focusing on community outreach, he remains dedicated to helping communities stay informed. Born and raised in El Paso, Mr. Hernandez attended Austin High School and studied History and Political Science at UTEP. Currently residing in the Shawver Park area, he cherishes his role as a husband and father to three children, two of whom attend Pasodale Elementary and will later graduate from Ysleta High School. In his spare time, Mr. Hernandez enjoys gardening, raising chickens, and umpiring high school baseball games, including those involving YISD schools.

Ms. Kathryn R. Lucero, Secretary

Del Valle area Trustee Kathryn Lucero is the El Paso County ombudsperson for the Secretary of State’s Colonias program, which assists needy Texans living in colonias. While raising four daughters as a single mother, Ms. Lucero earned a bachelor’s degree in social psychology from Park University and a master’s degree in human resource development from Webster University. Ms. Lucero and two of her children are Del Valle High School alumni; her two youngest daughters currently attend YISD schools.  Ms. Lucero has a longtime record of serving her community and has served on the boards of both the Ysleta Education Foundation and El Paso County Housing Authority.
